Essentially the case book is written by sailors who understand sailing where as the rule book has to have certain legal connotations in it and is therefore open to interpretation.

		<description>You have to understand what the case book is. It is always released after the rule book. it clears up all the grey areas after the translations it is written released and signed off by ISAF which makes is like the BIBLE. 

Read the rule (there is the grey area)  then read the case book to clear it up.  It says NO. pure and simple. no grey area. no loop hole.

Just becasue some one is in breach of a rule does not mean they have to be DSQ ed. it does not mean they even have to be punished!! haha.</description>
